Description: Join this workshop to learn more about what sellers need to do get ready for paperless payments. Starting in late October, sellers will need to offer credit card payments through an internet merchant account, PayPal, or ProPay, all of which will be integrated into checkout in early 2009 (read our paperless payments page for more information). Staff from eBay, PayPal, and ProPay, a 3rd party payment provider, will be on hand to tell you more about the changes and answer your questions.
Beginning late October 2008, all items listed on eBay.com must be paid for using one of the following approved payment options:
Direct credit or debit card payment via a merchant credit card account
PayPal
ProPay
Payment on pick-up
Paper payment methods such as checks and money orders will no longer be accepted on eBay.com.
By January 2009, all approved electronic payment methods will be integrated into eBay checkout. For example, buyers will be able to enter their credit card number directly into eBay checkout, and the payment will be routed to the seller's Internet merchant account or to their PayPal account.
Please note that the new payments policy will not apply to the vehicles categories in Motors, capital equipment categories in Business & Industrial, Mature Audiences and Real Estate.
Internet merchant accounts An Internet merchant account is an account that allows sellers to receive credit card payments from online customers. Payments are routed to the account through a secure payment gateway and a credit card processor. You can start an Internet merchant account by contacting your bank, or by contacting a merchant credit card processing company. Transaction fees may vary, so compare several options before you open an account.
Today, you may accept direct credit and debit card payments from your buyers simply by adding credit card as a payment option to your listings. You should also offer additional checkout instructions to let the buyer know how to send their credit or debit card information to you. Buyers will not be able to securely enter their credit card information directly into eBay checkout.
Beginning in January 2009, sellers with Internet merchant accounts will be able to accept credit card payments directly through eBay checkout. This means that your buyers will be able to directly enter their credit card information securely in eBay checkout and their payment will be directly routed to your Internet merchant account. This option will offer a more convenient and secure option for your buyers and greater efficiency for sellers. We will host a separate workshop to guide you through integrating your Internet merchant account into eBay checkout.
PayPal 97% of items purchased on eBay listed PayPal as a payment option. PayPal allows buyers to send payments to sellers with their bank balance, credit card, debit card, PayPal balance, eBay gift card, eBay gift certificate, and other PayPal credit options. Buyers are not charged a fee to send payments for eBay purchases. PayPal offers competitive merchant rates and a host of tools that make listing, tracking and shipping easier.
The majority of eBay buyers around the world pay with PayPal. PayPal offers buyer protection, which starting in late October will provide coverage for the full purchase price of eligible eBay.com transactions. Also, through the guest checkout functionality on eBay, buyers who do not have a PayPal account can enter credit or debit card information directly into eBay checkout to pay for items offering PayPal. PayPal’s 24/7 transaction screening helps prevent fraud. PayPal also offers a host of tools to help resolve disputes, issues, and problems before they happen. In October, PayPal Seller Protection will provide unlimited coverage against claims, chargebacks, or reversals due to unauthorized payments or items not received for eligible eBay transactions paid with PayPal – at no additional cost. ProPay You'll need to sign up with ProPay first to accept payments through them. Starting in mid-September, when you sign up with ProPay, you'll be sent through eBay's authorization process for third-party service providers. You'll be asked to give permission to the provider so they can process your payments. After your account has been set up, you'll need to add these payment methods to your listing in Sell Your Item (SYI) or another listing tool.
Payment on pickup Buyers may choose whatever payment method seller and buyer agree to when they pay on pickup, including checks, money orders and cash. Also note that sellers may not select "pay on pickup" as a sole payment option in their listing. At least one of the approved electronic payment methods must always be an option for buyers.
What sellers need to do If you already offer only the approved electronic payment methods to your customers, you're already meeting the new requirements. If you offer one or more of the approved electronic payment methods and methods no longer allowed, you're fine. Starting in late October, your listings will only display the allowed methods. You will need to remove any reference to the prohibited payment methods from your item descriptions.
We encourage you to remove any references to prohibited payment methods in item descriptions as you update your listings and listing templates between now and October 2008. We know that this is a busy time of year for sellers, so we will wait until January 15, 2009 before we begin insisting on the removal of prohibited payment methods from item descriptions.
If you only offer checks, money orders or other prohibited payments, by late October you'll need to do at least one of the following:
Add PayPal as a payment method to your listings. This can be done through your seller preferences page in My eBay.
Sign up with ProPay to offer this electronic payment option to your customers. We are also working closely with additional electronic payment providers to add them to our approved payment providers list.
Accept credit or debit cards through your Internet merchant account.
You must remove references to prohibited payment methods from your templates and item descriptions. This will not be done automatically. If prohibited payment methods are included in your item description, your listing will be in violation of the new Accepted Payments Policy.
Buyers requesting check or money order A seller can accept check and money order payment from a buyer if (and only if) the buyer requests it. We will not take action against a seller who is trying to accommodate their buyer, complete a sale and be in compliance with the policy. A seller can also decide to refuse check or money order payment from a buyer.
When these changes go into effect in late October, a seller cannot in any way solicit check or money order payment from a buyer. This will be considered a violation of the Accepted Payments Policy. Violations may result in:
Listing cancellation
Forfeit of eBay fees on cancelled listings
Limits on account privileges
Loss of PowerSeller status
Account suspension
One way we will detect violations is through buyer reports. We will also monitor checkout completion rates for sellers, and this has generated a lot of questions from sellers. Here are some clarifications:
eBay will not automatically take action against a seller with a low completion rate. We realize that there are many valid reasons for low completion rates.
We will investigate sellers with low checkout completion rates on a case by case basis. Specifically, we will check to see if the seller is soliciting check or money order payment from their buyers. If we don’t find any evidence of this occurring, we won’t take action against the seller.
You can refuse to accept checks and money orders. If the buyer refuses to pay using the payment methods specified in your listing, file an Unpaid Item dispute (UPI). If the buyer fails to respond to eBay's requests for more information through the UPI process, provides an inadequate response such as nonsense words, or insists upon paying with an unapproved payment method, any negative or neutral Feedback left by the buyer will be removed.
If a buyer threatens negative Feedback to demand payment by a method not specified in your listing you should immediately report the buyer to eBay. If there is clear evidence of undue pressure, eBay will take action. If a buyer shows a pattern of malicious behavior, eBay will most likely suspend the buyer and any negative or neutral Feedback the buyer left for any sellers will be removed.

Please explain why ebay thinks there will be MORE buyers after ebay denies the use of checks / money orders. The answer is NOT that Paypal is safer - it's just a money grabber from sellers for ebay. Just browse the Paypal Discussion Board for examples. There will be fewer sellers and most of them are probably buyers like myself. The metrics don't explain it either - Win Victoriously & ebay Express & stores in search & neutrals as negatives & DSRs of 4 being good but it will suspend a seller - Best Mismatch - ALL EBAY MISTAKES. Good luck with all your changes ( not really ) - you'll need it.

If we have to also offer an electronic payment method for local pickup, how will the seller be protected from a buyer filing an Item Not Received because there is no online proof of delivery?

hello,i agree with frank213..alot of my business involves customers that dont have a paypal account and will pay by moneyorder..can i accept checks and moneyorders thru the proweb store? since that is separate from ebay,will that be acceptable? thanks
I have never taken electronic payments except PayPal Balance transfer. Earlier this week, I thought I saw an ad come up when I logged into eBay that offered PalPal fees waived for eBay sales through Dec 31 if Premier/Business account was activated by Sept 19. I opened the link and a form was offered to sign-up - I did not sign up at the time. Now, I can not find any reference to this ad or the offer anywhere on either eBay or PayPal. Has the offer been withdrawn or was this a spoof? Thanks so much your help. Jaye
This question has come up a few times. At eBay Live I had a few conversations with sellers who mainly sell large items and they recommended getting business insurance to cover against buyer fraud losses like the one you describe above.

So the buyers will not have to have a PayPal account...will the seller still be covered under PayPal Seller Protection since that's where they receive the money?
Anything else sellers should be aware of when eBay allows sellers with CCs to pay through checkout but 'from' a PayPal account?

If your buyer is paying for an eBay item through your ProStore, you will be required to comply with the paperless payment policy. However, if they're paying for a non-eBay item, the policy won't apply.
More confident buyers should result in more sales for you and other sellers on eBay. eCommerce shoppers expect online checkout and payment to be secure, fast and convenient. Our largest competitors deliver on these buyer expectations. We need to as well in order to retain buyers and encourage them to purchase more on eBay. By eliminating paper payment methods and integrating the permitted electronic methods into eBay checkout, eBay can provide a consistent, more secure checkout experience every time a buyer purchases an item.
ProPay has been working on and will release by the end of September, merchant accounts designed specifically for eBay sellers. Please be looking for that announcement.

Well that sort of leaves out normal people selling off some of their larger pickup only items doesn't it? I wanted to sell one of my saddles but with pickup only. It is $700. I can't afford to have someone run off with it and I'm not a business so I don't have business insurance.
Does this mean in my ebay store, I have to edit every single item. this is insane I will close my store if i have to remove that I accept checks and money orders from all those listings.
It is not necessary for your buyer to have a PayPal account if you only accept PayPal. Buyers who do not yet have a PayPal account (less than 10% of users) can pay you just by entering a credit card into eBay checkout, and the payment will be routed to your PayPal account.
ProPay has been working on and will release by the end of September, merchant accounts designed specifically for eBay sellers. Please be looking for that announcement.
You can expect that it will be competitive with other options on eBay.
